Preamble: We, the people of Venice, declare our right to be free and to grow powerful. We pursue our inevitable destiny of being a mighty maritime empire once again. Venice is determined to yet again be a mighty region feared and awed by the entire Nationstates world.
Article I (Form of State):
Venice is a democratic, constitutional imperial monarchy. The sovereignty of the Empire is to the people, who have the power to limit the power and influence of the government over the people.
Article II (Equality):
Section 1 - All citizens are equal before the law. There shall be no segregation or inequality in terms of race, religion, sex, preferences, social position, or anything of the sort.
Section 2 - All citizens have the equal right to vote. This right may only be dissolved if a citizen (or nation) is convicted of an imperial crime and not expelled from this region.
Section 3 - Everyone is to worship (or not worship) as freely as they wish, under full protection of the Constitutional Courts of Venice. The religious voice is not to be condemned or barred from being heard in government or in public.
Article III (The duties and rights):
Section 1 - The right of Assembly is recognized and upheld by the Empire in all cases except for blocking others or violent and bloody action.
Section 2 - No one's privacy may be invaded. No high official or even the Imperatore himself may dare snoop around a fellow nation's affairs, except by order of the judiciary courts.
Section 3 - Every citizen is expected to embrace the ancient and distinct culture of the Empire and to enhance it, to make it grow as the ancestors of Venice have. Research is also applauded by the Empire.
Section 4 - It is the sacred duty of every citizen to defend the region. If Venice is ever under attack, it is the automatic duty of the peoples to help keep the independence of our region. It is also the duty of each citizen to uphold and respect the constitution.
Section 5 - No one is to be denied the right to be heard in court. Any expulsion made without trial is to be overturned and nullified.
Article IV (The Senate):
The regional legislature is composed of a unicameral assembly called the Senate. It shall consist of
3 members from every region, to have every region represented equally. However when the region is without overseas colonies, the Senate shall be composed of 9 members from the main region. Any member may propose a bill that affects the entire empire. However, any bill affecting only individual colonies of the Empire may only be proposed by a senator of that specific region. A Senate passage may be vetoed by the Imperatore, who can be overridden by a decisive majority. The Imperatore may also veto specific parts of the bill, which, again, can be overridden by a decisive majority. Elected at large (all at once)
Article V (Supreme Consul and his Government):
Section 1 - The Supreme Consul is democratically elected at the same time the Senate seats are up. Along with the Emperor, he presides over the Senate. He may fire ministers at will (with an explained reason, or it can be nullified). He shall take the throne of the emperor incase he is out, and only until the emperor returns.
Section 2 - He is the Senate's representative to the Emperor and presents him Imperial work. He can appoint other ministers as he wishes, to divide up his work, but must have approval by the Imperatore. He can be fired by a Senate “vote of no confidence” and/or an Imperial order by the Emperor himself. In that time, an interim Supreme Consul must be appointed by the Imperatore who remains until elections.
Section 3 - Military powers are only those granted by the Imperatore.
Section 4 - The Legatus is the chief ambassador to other regions. Either he personally or his little crew of ambassadors (appointed by himself) handle certain diplomatic relations with other regions. He is elected popularly
Section 5 - Praetor. The Praetor is in charge of immigration for the region to economically and military strengthen it. It is the praetor's job to appoint immigration senders to Pacific regions to recruit others.

Article VI (Imperatore and his powers):
The Imperatore is the highest official in the Empire. He is overall in charge of all military forces. He is also in charge of all foreign affairs, and is premitted to personally go to other regions for inter-regional relations. May NOT vote in the Senate, and a veto of Senatorial actions may be overridden by a decisive vote of the Senate. In times of war takes temporary dictorial powers until the Senate may regroup and may respond. He may dissolve the government in extreme cases of crisis, and call fresh elections (eg, inability of Senate to carry legislation).
Article VII (The Constitutional Court):
Section 1 - The Constitutional Court is made up of the Praefectus Maximus who serves as the chief judge and is followed by 2 praefectii who accompany him. The three vote on a verdict for a case, which, is a mark for future law of the land.
Section 2 - The Constitutional Court has the power to use judicial review and examine all Senate and Imperatore, etc actions. They judge to see if actions are according the constitution, and also serve as military courts.
Section 3 - The Praefectus Maximus is democractically elected by the people, and appoints praefectii to aid him.
Article VIII (Venetian Military):
Section 1 - The Venetian armed forces are composed of all UN member nations. Conscription becomes an issue during wartime.
Section 2 - Venice's military forces fall under the rule of the Supreme Commander, who is also democratically elected. He, under the influence and advice of the Imperatore, carries out military actions against regions. On appeal by a citizen, the Supreme Commander can be dismissed by vote of the people, and a new one chosen, indefinately.
Section 3 - In case of treason, or military defection, or any military matter, it falls under the juristiction of the Constitutional Court. In the intitial engagements, the Imperatore controls the military until action by the Supreme Commander is assured.
Article IX (Amendments):
Amendments can be proposed by anyone. Amendments are ratified or rejected by referenda of the people.
Article X (Elections):
Elections are conducted every first of the month (when there are enough nations to do so), and the week before elections campaigners may debate for their title. Polls last for 3 days.
Article XI (Colonial Governments):
Colonial governments are made up of regional parliaments, consisting of 3 members (who become that region's senators for the Imperial Senate). Colonies are allowed to have a great deal of autonomy and flexibility.
